Hi Xivion, Windows xp embedded sp3 update.
Thank you for writing to Microsoft Community Forums.
Are you using exiting .ini file?
Are you creating your own .ani file with the editor?
How are you trying to add the .ani file?
Check for pending updates and restart the computer. Then check for the issue.
To check for updates manually, select the Start button, then select Settings > Update & Security > Windows Update , and then select Check for updates.
Windows Update: FAQ.

no updates found at this time.. for windows.
im assuming its supposed to say 'Are you using existing .ini file?'
im not entirely sure what u are asking as far as that question goes..
im not currently using any ini files.
I am using an editor to import images to create my .ani files. All images and final product is 32x32px
the editor is 'RealWorldCursor Editor'
im going into Settings > Devices > Mouse > 'Additional mouse options' (found on the right) and from there inside the 'Pointers' Tab selecting 'browse' and finding my cursor files. Sometimes its 'selects' them but doesnt actually update the image in 'mouse properties' but 'apply'
is still greyed out..
I have already run CMD in admin mode and ran a 'sfc /scannow' it always come up with 'windows did not find any integrity violations.. etc'

Windows 10 Mouse Pointers Animated 2017
Suggest you to uninstall the display drivers completely and then reinstall it.
1.Select Start , in Search , type Device Manager, and select it from the list of results.
2.Expand a category (Monitors) to find the name of your device, then right-click (or tap and hold) it, and select Update Driver. For example, to update a graphics card driver, expand the Display adapters category, right click your graphics card, and select Update Driver.
3.Select Search automatically for updated driver software.
4.If Windows doesn't find a new driver, you can try looking for one on the device manufacturer's website and follow their instructions.
See if that works.
Thanks,
